In Exchange management shell you use:
> New-TransportRule -Name "Block From Employes" -FromMemberOf "Employes Security Group" -RejectMessageReasonText "Mails can be sent only during business hours" -Enabled $false -Priority 0
Then on the mailbox server(s) you create a task that at starting business hours calls this EMS commandlet:
> Set-TransportRule -Identity "Block From Employes" -Enabled $true
And then right another that gets called at end of business hours and calls:
> Set-TransportRule -Identity "Block From Employes" -Enabled $false
